The regular fall session of the National Assembly finished on Friday December 6.
Bill 40 was not adopted nor will it be before the end of the year. We understand that the Parliamentary Committee doing the clause-by-clause study on the legislation will be recalled earlier in January to continue its work. The National Assembly itself returns on February 4th, so the bill cannot be adopted before then.
At 312 sections long, Bill 40 could be in committee literally for months. We suspect that the Government will spend some weeks letting the clause-by-clause study go ahead and may then invoke closure sometime in March or April, unless they decide to throw in the towel.
QESBA has a meeting scheduled with the Minister on December 17th. We will discuss these latest developments and our strategy at our board meeting of December 13th.
